About Programme GOAL has been operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. GOAL Haiti has developed a strong focus on urban development and building of resilience within urban communities.
Job Purpose;The Country Director is responsible for the planning, management and appropriate development of GOAL’s work in-country. Based in Port-au-Prince and reporting to the Regional Director for Latin America/Caribbean, you’ll contribute to the strategic development and delivery of our Programme in Haiti and provide overall senior leadership for the team. This is a critical role and requires an inspiring leader with a proven track record of successfully managing a large country programme in complex and crises affected environments -this role is initially offered as 12 month FTCWe are looking for

- who can demonstrate their experience in fostering inclusion, collaboration and high performance whilst ensuring compliance, security and resilience.
Key areas of responsibility:
Strategic Leadership
- Lead the development and implementation of the country strategy.
- Build and nurture strategic partnerships with donors, government and other stakeholders.
- Focal point for GOAL HQ liaison and reporting at a senior level including risk management, funding and business development, finance, compliance and high level systems reports.
Business Development
- Design and implement resource mobilisation strategies to secure diversified funding streams.
- Represent GOAL externally, positioning the Haiti office as a credible and influential partner.
Programme management
- Oversee the design, implementation, monitoring and evaluation of programmes consistent with GOAL's technical standards.
- Foster accountability and ownership, empowering employees make decisions that support strategic objectives.
People and Culture
- Manager and motivate the senior country management team (6 employees) and wider team of approx. 60 staff.
- Foster a positive, empowering and inclusive organisational culture.
- Ensure robust application of GOAL's accountability framework.
- Support regional integration and collaboration with GOAL teams across the Latin America and Caribbean region.
;Finance and Operations
- Manage country-wide financial exposure and lead annual Country Budgeting process to ensure effective forecasts and resourcing.
- Provide solid financial management and compliance with donor and organisational policies.
- Ensure appropriate and effective support functions for programme implementation, including supply chain processes; appropriate and compliant procurement functions; fit for purpose IT systems; and safety/security management and appropriate duty of care of the country programme staff.
Safety and Security
- Working with Global Safety and Access team, ensure robust security protocols are in place
- Lead on GOAL Haiti crisis management and risk mitigation planning.
Requirements
- 5+ years’ experience at Country Director Level in the overseas humanitarian or development environment
- Demonstrable experience in security and crisis management – experience in Haiti is ideal but not essential
- A record of successful engagement with institutional donors and securing funding including Donors such as USG, DOS, OCHA , ECHO and Irish Aid
- Experience leading a large and geographically dispersed team and working in highly insecure locations
- Fluent English and French (written and spoken)
Desirable
- Prior experience working in Haiti
- Experience directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants
- Prior experience in programming in food security, resilience, humanitarian response, sustainable urban development, market systems development.
