Job Purpose

Gender Equality and Social Inclusion (GESI) are core to GOAL’s operations. GOAL recognizes GESI as vital for development outcomes. The GESI Advisor ensures GESI is integrated into GOAL’s strategy, operations, and across departments, offering guidance on embedding gender equality and social inclusion into analyses, planning, implementation, and evaluation.The successful candidate will drive transformative change by addressing the root causes of gender inequality and exclusion in humanitarian and development programming. As part of the Programme Technical team, they work with multiple teams to develop, communicate, support and monitor progress towards GESI in GOAL’s work.

Key Areas of Responsibility

Strategy and Design: ;Drive GOAL’s Organisational Approach to GESI in Programmes

  • Support the rollout and implementation of GOAL’s Gender Equality Policy, and play a key role in the future revision and evolution of this Policy and related strategies
  • Support the global Gender Equality & Social Inclusion Action Plan
  • Support teams to implement and strengthen GESI Action Plans
  • Ensure GESI is embedded in key programme analysis and various design tools
  • Continuously recommend adjustments to programme strategies and activities throughout the programme cycle.
  • Drive the developing, piloting, refining and rollout of various initiatives and priorities related to GESI
  • Support MEAL teams to ensure monitoring systems collect disaggregated data, include gender-sensitive indicators, and track unintended consequences.
  • Coordinate with Safeguarding teams to prevent, mitigate, and respond to gender-based violence and exploitation.
  • Provide technical guidance on GESI in GOAL’s next organisational strategic planning process post-‘Strategy 2025’.
  • Provide GESI updates through key channels, including to the Board and Senior Management

GESI Technical Support & Skills Strengthening

  • Provide technical guidance to support teams in undertaking GESI analysis processes
  • Support country teams to integrate GESI-related data and analyses into country programme activity plans, strategies, budgets, monitoring, evaluation and learning systems, etc.
  • Support the identification and ongoing development of GESI Focal Points and provide mentorship to them
  • Conduct potential country visits to support, monitor and provide recommendations
  • Support staff knowledge and skills strengthening in GESI

Resource Mobilisation for GESI

  • Provide GESI input throughout the business development cycle, including identifying funding opportunities and integrating GESI in areas like emergency response, food security, and health
  • Provide external technical representation on GESI
  • Provide support to Fundraising and Communications Teams on GESI in relevant materials.
  • Advise on the annual budgeting process to ensure that GESI initiatives are sufficiently resourced

GESI Research and Learning

  • Identify GESI-related learning questions and support the learning process
  • Integrate GESI perspectives in programme evaluations to assess the effectiveness of GOAL’s approach.
  • Document good practices and lessons learned
  • Represent GOAL globally in GESI forums and networks
  • Advise on gender-sensitive and inclusive approaches for monitoring, evaluation, accountability, and learning activities.

Requirements

  • Proven Experience of working on GESI at an advisory level ideally with a global NGO
  • Facilitated cross-departmental initiatives on GESI
  • Demonstratable experience of supporting organisational cultural change and influencing and supporting change without authority
  • Experience of providing external technical representation within a range of contexts, e.g. technical networks, donors, academia
  • Skilled in data analysis, identifying and mitigating risks, trends and exclusions
  • Interest in and passion for gender equality, social inclusion and women’s empowerment

Desirable

  • Demonstrable experience in development and/or humanitarian organisations
  • Proficiency in Spanish and/or French and/or Arabic
  • Skilled in research design
