Job Purpose

The Global Cash Adviser is responsible for technical and strategic support on Cash and Voucher Assistance (CVA) across all regions that GOAL operates. GOAL has 13 Country Offices in Africa, the Middle East, Latin America, and Ukraine. The Global Cash Advisor sits within GOAL’s global Programme Technical Team, which ensures the technical quality of programme design and implementation through developing strategy and guidelines, collaboration on new programming, support visits to countries, evaluations, documenting and sharing learning, and providing external technical representation. The role links with GOAL country teams who are already implementing Cash and Vouchers Assistance (CVA) and those which are exploring new usage of CVA. Key relationships include Humanitarian Advisors, Programme Technical Advisors, MEAL, Strategic Partnerships, Supply Chain, Finance, Communications and Country Offices.;;

Key Areas of Responsibility:

Strategy and Design (approx. 15%);

GOAL’s draft CVA strategy has three core commitments: scaling up CVA, systematising its quality and developing an organisational identity and capacity in CVA connected with health. This position is expected to drive forwards the adoption of this strategy and its monitoring. Specific responsibilities during this contractual period includes:

  • Driving forwards awareness and adoption of the CVA strategy within GOAL and external stakeholders.;
  • Support related Head Office (HO) departments and all country offices in developing strategies and 2025 annual plans by identifying opportunities for the meaningful integration of CVA, in line with GOAL’s organisational strategic commitments.
  • Support country offices to get in place CVA;SoPs and multi-year financial service provider agreements, in line with the organisational action plan target. This includes working with multiple HO departments and developing organisational templates and guidance to support country teams to develop/update CVA SoPs so they are in line with an organisational standard of quality.
  • Work with HO departments to develop and implement an organisational CVA tracking system and ensure that modality information is captured in GOAL’s grant management system for annual reporting.
  • Lead on GOAL external reporting of CVA key metrics including CVA value in collaboration with Finance, to CaLP.;

Monitoring, Evaluation, Evidence and Learning (approx. 15%);

  • Rolling out GOAL’s global cash post-distribution monitoring survey and guidance;
  • Developing a voucher post-distribution monitoring survey and guidance for country teams and rolling it out across GOAL
  • Manage the GOAL CVA Internal Network which includes monthly meetings as well as keeping the CVA SharePoint page and;teams’ channel up to date with learning sessions and products, tools and CVA related policy developments
  • Document and share CVA evidence/learning to support programme quality, positioning GOAL as a strong CVA actor and inform CVA advocacy to policymakers

Technical Advice and Support to Programme Implementation (approx. 40%);

  • Support and mentor programmatic and management staff within GOAL’s operational country programmes on CVA
  • Participate in the recruitment of the technical team members (ToR, development and revision of tests, interviews, etc.) as requested
  • Work closely with the Emergency Response Unit and GOAL country office colleagues on the integration of CVA in preparedness planning and the implementation of subsequent CVA related actions
  • Work with other Technical Advisors, Programme Coordinators and Managers (in HQ and within country teams) to identify how, when and where CVA could be used to support and improve programme processes and outcomes across all sectors and approaches
  • Work with HQ Supply Chain to develop tools and guidance on;procuring and engaging financial service providers for cash delivery, as well as vendors for voucher assistance

Resource Mobilisation (approx. 20%)

  • Advise on and/or implement assessments for modalities (including CVA) for new funding opportunities
  • Support and advise country teams in positioning for and responding to new funding opportunities relevant to CVA
  • Provide technical review of concepts and proposals to identify appropriate selection of modalities and quality technical design of CVA;
  • Work with GOAL’s fundraising and business development colleagues to position GOAL’s CVA to donors;

External and Internal Representation, Advocacy and Global Citizenship (10%):;;

  • Strategic engagement with external stakeholders for partnership expansion in line of sight of GOAL’s strategic objectives
  • Identify, build, and manage collaborative partnerships with donors, local authorities, UN agencies and other stakeholders;
  • Represent GOAL at a global level in cash fora including as the focal point for GOAL CaLP membership, the CVA and Health Taskteam, global Cash Anticipatory Action Working Group, regional cash fora and the Global Cash Working Group
  • Keep GOAL staff informed of emerging CVA policy trends and learning
  • Engage with GOAL HQ Global Citizenship team on alignment of work with GOAL’s organisational CVA strategy and support to incorporate CVA into schools work as well as Irish/EU advocacy

Skills & Qualifications

  • Demonstrable experience with CVA programming
  • Experience with needs and market assessments, as well as response analysis frameworks
  • Proven experience in designing policies, tools, templates, SoPs and guidelines to support programme operations (including programme design and proposals)
  • Track record or flair for strategic planning and project management in the humanitarian/development sector
  • Understanding of approaches, tools and best practices regarding gender, age, and disability sensitive CVA
  • Experience working with international agencies/donors such as: FCDO, ECHO USAID, UN agencies;
  • Ability and willingness to travel (up to 15%) including places with difficult living conditions and insecure environments.
  • Strong relationship management skills
  • Previous experience at Adviser level is desirable
  • Fluency in French and/or Spanish and/or Arabic is a plus, but good English skills are enough for the role
