About Our Progamme;GOAL has been working in South Sudan since 1985 with a focus on health, nutrition, WASH, and food security and livelihoods. GOAL is continually adapting and responding to the context to support the communities where we work. Currently GOAL works;in;Twic;County in Warrap state, Abyei/Agok in Abyei Administrative Area, Renk &;Ulang;Counties in Upper Nile state, & Kajo Keji County in Central Equatoria state.;

Job Purpose;;

Reporting to the Programme Director, the Programme Quality and Support Coordinator;will;play;a central role;in ensuring strong, consistent programme delivery across the country programme.;You’ll;focus;on strengthening quality assurance, grant management, and donor engagement, while embedding learning, accountability, and continuous improvement across teams.;;;You’ll;support ongoing;fundraising and strategic planning, work closely with partners to advance localisation, and ensure meaningful integration of Gender Equality and Social Inclusion throughout programme design and implementation.;;This role will be based in Juba, South Sudan and will require regular visits to field sites.;;

Key Areas of Responsibility:;;

Programme Quality Assurance & Control

  • Lead and embed programme quality frameworks, standards, and tools.;;
  • Oversee quality assurance systems, including field monitoring and compliance.;;
  • Support technical teams with SOPs, checklists, and quality tracking tools.;;
  • Build staff capacity and promote learning, knowledge management, and continuous improvement.;;
  • Work with MEAL teams to strengthen performance tracking and reporting.;
  • Ensure crosscutting priorities (GESI, safeguarding, accountability) are integrated, with oversight of the GESI focal point.;;

Grant Management and Compliance Oversight

  • Lead the Grant Management Unit and supervise the Grants Coordinator.;;
  • Ensure;timely,;high-quality;donor reporting and compliance.;;
  • Oversee the full grant cycle, from startup to closeout.;;
  • Maintain grant tracking and coordinate internal grant reviews.;;
  • Work with Finance on budget alignment, forecasting, and compliance.;;

Fundraising and Donor Engagement

  • Support fundraising and donor engagement strategies.;;
  • Map donors and;identify;new funding opportunities.;;
  • Lead or contribute to proposal development and coordination.;;
  • Research donor priorities to inform strong proposals.;;
  • Ensure GESI is fully integrated into proposals.;

Leadership, Coordination, and Representation

  • Support programme coordination and strategic planning with the Programme Director.;
  • Deputise for the Programme Director as;required;in internal and external forums.;
  • Promote effective;cross departmental;collaboration to ensure cohesive delivery.;
  • Represent the organisation in external coordination platforms

Localisation and Partnerships

  • Support implementation of GOAL’s localisation strategy.;;
  • Strengthen partnership processes, including partner;selection, due diligence, onboarding, and performance monitoring.;;
  • Coordinate capacity development for national and local partners.;;
  • Promote;equitable, GESI;responsive partnerships and;partner led;programming.;;
  • Oversee grant management for;partner implemented;projects, ensuring compliance and;timely;reporting.;

Key Requirements;

  • Relevant experience in programme quality, grant management, and/or GESI within international humanitarian or development organisations.;;
  • Strong experience with programme quality assurance systems and institutional donor grants (e.g. ECHO, BHA, FCDO, UN), including reporting and compliance.;;
  • Proven skills in proposal development, donor engagement, and fundraising.;;
  • Experience working with national partners, capacity strengthening, and localisation.;;
  • Ability to coordinate across departments and manage diverse teams.;;
  • Fluency in English (written and spoken).;;
  • Willingness to travel and work in a remote setting.;;
  • Strong computer literacy (MS Office).;

  • Ability to manage competing priorities in complex work environments.;;
  • Field experience in fragile or humanitarian contexts.;;
  • Experience in senior roles and managing diverse donor portfolios.;
